Last night the Solaris Federation finished counting an election that wasn't close enough to be interesting and was close enough to be honest. The Berthline Party — yeah, hold the line, cut the fee, the whole ballot — swept the board. Executive. Senate majorities in twelve core systems. Rim districts that used to pretend they hated Sol remembered they hate fees more.

President Hana Ishikura — first Berthline executive mandate, Japanese descent, Keihin lunar line, the calmest human being ever to win an election by promising to punch a spreadsheet.

COLE

President, my crew paid ₡1,240 last week for a hop that used to be ₡890 when I was still handsome. Concord says "market." CGC says "hygiene modernization." I say somebody's blowing smoke up my ass. Are you going to fix it or are we doing theater?

ISHIKURA

We are not doing theater. We are doing leverage. Concord owns the rings. The Federation owns you — citizenship, courts, Navy escort when pirates get brave. The Ring Fee Integrity Act opens their pass-through books and ties rim rebates to documented COL baskets. Will Concord cave because we're polite? No. Will they cave because eighty million voters just drew a berthline under the old parties? We're finding out.

I want security my daughter can see. Not a commercial with a violin. You promised to beef up recruiting — Federal Security Corps, Navy auxiliary lanes, berth academies. How many bodies is "beef," and are they real bodies or poster bodies?

ISHIKURA

Real bodies. Recruitment quotas up ninety-two percent in the first quarter mandate. Academy slots doubled on Khesret, Lacera, Valemar approach — yes, the front. People want to see uniforms that aren't cleaning up after a hijack. They want lower cost of living — we bound federal contractor wages to corridor COL indices; litigation is already filed; we expected that. They want less smoke — fewer press releases, more receipts. That is the Berthline mandate.

COLE

The other parties — Continuity Caucus, Corporate Coalition, whatever we're calling the people who used to win — they say you're populist. They say you're anti-business. They say you're going to scare Concord into fee spikes.

ISHIKURA

I am anti-lying. Business that needs lying to survive should revise its model. Populist is what losers call a winner when the dockhands stop listening to perfume.

COLE

(long pause) …President, that's going on a shirt.

ISHIKURA

Please do not put me on a shirt.

COLE
