Stolen Cargo Seal Kit

This kit does not make seals. It contains real ones stolen from a bonded freight office: numbered metal tabs, serialized wire, inspection wax, and a stamp whose owner has probably noticed the empty drawer by now. Authentic materials pass chemical and tool-mark tests because there is nothing counterfeit about them. The problem is the numbers. Use one before the theft report propagates and a container looks clean. Use it afterward and the seal becomes a small metal confession. The kit includes a ledger showing which number blocks belonged to which routes. Three pages have been torn out. The seller says those were blank, which is adorable.
