Europa

Europa has no sky — only ice above and ocean heat below, dome roots driven into the shell until the city sounds like a held breath. Corridors smell of cold sealant and hot litigation; the light is manufactured, the silence is contractual, and the population lives under a ceiling everyone pretends is a horizon.

Pressure courts made Europa famous: testimony sealed under ice until a judge decides the arm needs to drown. Jovian charter life runs 15–18 point residency — cultured, cold, litigious, and allergic to casual tourism. What happens under the ice stays under the ice, unless someone's crush-depth metaphor becomes a warrant.

Above the charter, Ganymede runs traffic and ports; beside it, Callisto sells discretion. Europa sells law that understands weight — dome engineering guilds who speak in bar and kelvin, clerks who never rush a filing, and fixers who bill by the atm. You do not visit Europa for the view. You visit because your scandal needs a judge who has never seen clouds.
