Varka Article-Writ enters Provincial Article Chamber as Imperial registry legate, carrying the practical burden of the Article-Salt talks. Varka Article-Writ watches who gets acknowledged, who gets interrupted, and which copy of the draft people reach for.

Article-Salt's provincial authority exercises real jurisdiction under Imperial law, while Concord recognizes no registry instrument for the system. Varka Article-Writ understands that transporting delegates was the easy bit. The actual job is consent under pressure, with a record sturdy enough to survive the crew's departure and the next local election, court, House vote, caste review, provincial appeal, relief emergency, or century-long archive check.

Under pressure, Varka Article-Writ argues from vossaran-imperium practice rather than generic spacer etiquette. The province is loyal to the Imperium and the Imperium remains at peace. The fight is over which seal proves jurisdiction at the gate, not whether Solaris or Concord is an enemy. Varka Article-Writ's position is not automatically right, but it is rooted in consequences somebody here will have to live with. Reconcile the provincial article with Concord registry procedure, preserve Imperial appellate authority, and witness a peacetime filing that neither side can call annexation.
