Dravok Province-Seal enters Provincial Article Chamber as Provincial magistrate, carrying the practical burden of the Article-Salt talks. The first read is specific: salt grit under formal boots, wax seals warmed over brass trays, disciplined silence, and ventilation that smells faintly of hot stone. Dravok Province-Seal watches who gets acknowledged, who gets interrupted, and which copy of the draft people reach for.

Article-Salt's provincial authority exercises real jurisdiction under Imperial law, while Concord recognizes no registry instrument for the system. Dravok Province-Seal understands that transporting delegates was the easy bit. The actual job is consent under pressure, with a record sturdy enough to survive the crew's departure and the next local election, court, House vote, caste review, provincial appeal, relief emergency, or century-long archive check.

Under pressure, Dravok Province-Seal argues from vossaran-imperium practice rather than generic spacer etiquette. The province is loyal to the Imperium and the Imperium remains at peace. The fight is over which seal proves jurisdiction at the gate, not whether Solaris or Concord is an enemy. Dravok Province-Seal's position is not automatically right, but it is rooted in consequences somebody here will have to live with.
