Overview

Nari Quiet-Scale brings one instrument case, two changes of clothes, and a folding kettle she claims has survived three clearing elections. She's Goblishili — three-foot-nine, rose-copper skin bright at the cheeks, black hair shaved over one ear and braided over the other with silver calibration rings. Her ears tilt toward machinery before people. She can hear a tired bearing through a bulkhead and an altered rate clause through two closed doors.

She's the person you're protecting, though Nari dislikes the word. Surveyors are not witnesses under guard, she says. They are licensed annoyances with expensive scales. Her job at Scale Hold is plain: voice the writ, place the instruments, count real traffic, sample local rate sheets, file first measure before six days expire. She expects clerical resistance. She's packed broth tabs.

What she hasn't packed is patience for being treated like an invading house. Nari knows a full survey could bring outside Incentive House desks into a comfortable small clearing. She also knows residents have been paying inflated fuel and berth rates because comfortable people wrote the scale themselves. She will not falsify the count. She will negotiate where, when, and how much gets published first. Keep her beside the case and give her one honest witness, and she can turn a refused bridge into a lawful filing without raising her voice.
