Scale Hold Refusal Dock
The downport is a D-class landing field built on black pylons above copper-green wetlands. Reed water knocks under the service decks. Four squat pads surround a low clearing house, each pad fitted with a bright brass mass scale and a boarding bridge short enough for Goblishili crews. The place smells of warm mud, resin varnish, hot seal-ink, and the pepper broth somebody keeps making behind the registry desk. From orbit it looks welcoming. That's the first joke.
Your registry tone goes unanswered for eleven minutes. Then a clerk assigns S-band. Then a second clerk explains that your hull's certified mass exceeds today's safe pad rating by less than a person. Resident fuel skimmers land while you wait. Their ear-rings flash local house marks; the bridges swing before their feet touch deck. Nobody insults you. Nobody threatens you. The dock simply produces a fresh reason you cannot come in each time the old one stops working.
Inside, if you get inside, the clearing floor is almost cozy: low desks, sound-baffled voting booths, a public rate wall, and survey scales worn smooth by years of local hands. This is where Nari Quiet-Scale must voice her writ and run first measure. It is also where sitting factor Ovi Still-Rate can bury six days under courtesy unless the crew stays close enough to make every refusal audible.
