Three hops off Khesret — through the assembly glare of Thul'vaneh Core and the contract-chirp of Tally Verge — the Hegemony lane drops you beside a wet little world under a yellow-orange star. Scale is broad, mild, and mostly mud, reed water, and raised settlements full of Goblishili who came here to be left alone with their rates. Several thousand people live around one D-class downport. Four gas giants keep fuel skimmers busy beyond the weather. The system is registered. The welcome packet, somehow, never arrives.
The ring accepts your registry tone at once. The dock does not answer. Then it answers to assign you an empty orbit. Then it explains that your mass class has no safe pad, your passenger's house mark lacks a local competitor bond, and today's landing scale is reserved for residents. None of this is shouted. Scale Hold has turned refusal into clerical music: warm vowels, immaculate reasons, no bridge.
Locals call that prudence. Outsiders call it a closed clearing. Both are right. Resident Incentive House desks share the fuel-skim and wetland-resin trade without much competition, and every new surveyor looks like the first thin edge of a takeover. Scale Hold isn't lawless, hostile, or stupid. It's comfortable. That's harder to negotiate with than a gun.
