Goblishili Orion Hegemony

The Orion arm has many navies. It has one ledger that most of them still clear through — and the species that keeps that ledger is rarely taller than your ribcage.

The Goblishili did not conquer the arm with massed infantry. They indexed it. Over centuries their Mutual Charter spread from vault-world to vault-world: citizen assemblies that elect fiscal courts, audit admirals, and revoke charters when a house gets cute with collateral law. Outsiders still say "Goblishili bank" the way they say "Concord cred" — as if the brand were the institution. Inside the Hegemony, the institution is democracy with receipts. Every adult citizen votes in charter elections. Every major fleet deployment requires published budget justification. Every luxury hull launched from a Goblishili slip carries a tall-spec certification stamp because their yards build for eight- to ten-foot crew — Karthunai plate-techs, Elari council guards, Zatheeri dock muscle — not for compact humans alone.

Shipwright rivalry defines their reputation beside the dwarves. Concord captains argue the comparison over drinks they cannot afford. Dwarven megacorps control roughly ninety percent of Orion Corridor mining, dominate smelting and manufacturing, and therefore hold the ship and station building chokehold — workhorse freighters, ore tugs, bulk haulers, and mining stations that outlive their clients. Goblishili yards aim upmarket: private lighters, executive couriers, shield-rich luxury yachts, diplomatic flitters with gardens in the bow. Both peoples are genius engineers. Neither admits the other is wrong. Outright war between the powers has not happened in almost a hundred years, but skirmishes on outer systems — convoy "accidents," salvage wars, yard espionage — remain common enough that both capitals keep lawyers on retainer and admirals on speed-dial.

The Hegemony holds hundreds of chartered worlds in Orion — banking citadels, insurance courts, naval basins, and the Thul'vaneh Core cluster where the largest clearing houses never sleep. Their fleets are not decorative. Piracy against a Goblishili convoy is treated as an attack on the arm's liquidity — and the arm has learned to agree, because everyone's line of credit depends on it.
