Overview

A Federation charter court wants a narrow treaty recognizing judgments, births, and emergency warrants without surrendering its elected local bench. The venue keeps the argument public enough that nobody can quietly rewrite the result after departure. Side rooms exist, naturally. So do copied drafts, timed recesses, and clerks who know exactly which sentence changed overnight.
Convene an open hearing, separate portable recognition from sovereign control, and return a witnessed limited-recognition instrument both benches can enforce. Failure does not mean a gunfight by default. It means a walkout, a rival instrument, a closed gate classification, or a debt that lands on people who never sat at the table. That's plenty of trouble for one room.
