Railpin Dormant Relay is a disused debt-clan claim relay at the edge of three worked-out belts in the Railpin Gate system. Couriers present a sealed packet at the public custody rail, wait for the local check, and leave with a receipt. The claim clock and reader still run; a missed clock or broken seal voids the handoff.
