It rides the inner orbital shell above Thornward's rust-iron seas: a kilometer of black basalt quay, frost-berry banners stiff in vacuum wind, and docking collars sized for fleet tenders that arrive on schedule like theology made steel.

Spacers who only know hub ports mistake it for a cargo finger until the honor guard steps out. Female legates read charges from a rostrum that faces both the accused and the fleet — because imperial justice assumes the Navy is always watching. Male shock units stand at parade rest with canines catching dock lights; civilians stand where told. The smell is sealant, cold stone, and diplomatic wine that survived three inspections.

Public business is treaties, prize hearings, and naming-day fleet reviews. Private business is the kind of embarrassment the Empress prefers drowned in procedure: stolen battle banners, recall clauses invoked mid-berth, and mercenary captains who forgot which throne they serve.
