Article Rise is a working transfer system at HIP 70218, profile B670312-A. It belongs to Vossaran Imperium. The stop exists because crews need fuel, a checkpoint stamp, and a place to settle route paperwork before taking the next gate. It is not a secret destination and it does not borrow sovereignty from either end of the road.

The route from Khesret is Khesret → Vosskar Reach → Vossar Prime → Article Rise. Local staff use their own law and naming, while Concord gate procedure governs only the movement between rings. red dust, brass docket rails, hot seal wax, and clipped Imperial transfer calls. Most crews see the office, pay what they owe, and move on.

The playable face is Article Rise Transfer Court. It handles diplomatic manifests, custody changes, fuel clearance, and the occasional argument caused by somebody treating transit as ownership. That last mistake gets corrected quickly and with paperwork thick enough to stop a small-caliber round.
