No excuse for a harbor except the one the Zatheeri built anyway.
Harbor-Call is the joke they tell on themselves and mean anyway: a wet-hab hydro-fleet berth hanging in orbit over a world that hasn't seen open water in geologic memory. Teal-lit rings, brine coolant loops, kelp galleries spinning at a hair over one gravity because slack decks make Zatheeri miserable, and floor ports that look down on dust storms instead of reef cities. The berth-born grow up with water rationed like scripture and the desert always in the window — a reminder that the Eternal Current is something you carry, not something the ground gives you.
Down below, a few tens of thousands live in sealed dome-towns and relay stations the Route Hold keeps for maintenance handshakes and scoop logistics. Up here, the hydro-fleets moor, raise their kids in the wet, and enforce water-law with the slow Deck-Slow certainty of people who know exactly what dehydration costs. Don't expect a fight. Expect a standoff measured in tide-oaths, salinity ledgers, and the color-flash of a scale-shift you misread as insult when it was grief.
