Horizon is a Concord-listed offworld colonization corporation. They buy survey rights, seed prefab towns, and move warm bodies onto cold dirt under Solaris Colonial Affairs rules. To debtors and dock kids, they are hope with a logo. To rim governments, they are a pipeline of settlers who arrive already signed.
Public tours of their Meridian intake hall show smiling families, soil samples under glass, and a wall of "successful charters." The wall does not list the worlds that failed quietly.
