Selene Coil is Khesret's pressure valve: refugee stacks welded to listening posts, smuggler trams that run on schedules nobody official admits, and hydroponics domes that sell greens to Prime at prices that should be criminal and aren't, because the lawyers live upstairs.
Six hundred million people, give or take a census nobody trusts. The Coil Transit Ring threads through the stacks; a witness on the wrong tram can vanish between stations without ever leaving the moon. Fixers love Selene because jurisdiction blurs — Prime cops, CGC, and moon charter security all argue while marks slip sideways.
