Overview

Two-Flag Charter Hall is a public charter hearing hall in the Slatekey Span system. Two hold-charters fly on approach and neither answers standard hails; the Hardfell League uses this hall to decide which debt-clan may speak for the gate. Each delegation has a table, a witness, and clerks who keep copied drafts and a public record of clause changes. The hall records a joint approach charter that divides gate voice, maintenance liability, and debt standing.
