Every delegation has a table, a witness, and one clause they swear is merely procedural.

Two hold-charters fly on approach and neither answers standard hails. The League needs somebody neutral to determine which debt-clan can speak for the gate. The venue keeps the argument public enough that nobody can quietly rewrite the result after departure. Side rooms exist, naturally. So do copied drafts, timed recesses, and clerks who know exactly which sentence changed overnight.

Mediate a joint approach charter that divides gate voice, maintenance liability, and debt standing without declaring either kin-line fraudulent. Failure does not mean a gunfight by default. It means a walkout, a rival instrument, a closed gate classification, or a debt that lands on people who never sat at the table. That's plenty of trouble for one room.
