Two hops off Khesret, one past the clearing-towers of Thul'vaneh Core, the corridor frays into a quiet little system the Hegemony charts and doesn't brag about: a small thin-aired world called Vess with four fat gas giants overhead and an A-class berth hung in orbit that runs on cheap fuel and looser law than anywhere the assembly cameras point. This is Whisper Berth — a Goblishili clearing-edge free-port, the kind of place the charter needs to exist and would rather not discuss at election time. Fuel's cheap. Customs is fast. And the law on the books reads a generous kind of blank.

Goblishili run it the Goblishili way, which is to say value moves here in a whisper — not smuggled in crates so much as spoken across a desk in a tonal dialect Customs can't parse fast enough to tax. Tens of thousands of clerks, factors, insurance arbitrators, and fuel crews live packed into the berth rings, and every one of them can hear a lie in your voice you didn't know you were telling. Ear-rings flash house marks. Contracts close on a chirp and a hand-sign. A berth like this is where a deal that would draw a fiscal court's frown at the Core gets done quietly instead, re-registered under a friendlier charter, and sent on its way before anyone at home finishes counting.

Which makes it exactly the kind of port where an honest-looking cargo can carry more than its manifest. Whisper Berth doesn't do violence — it does discretion, and discretion out here is worth more than any weapon. A crew hauling perishables in on a spoilage clock will find the customs line moves fast and nobody asks hard questions, and if half those pallets happen to weigh more than lettuce should, well. That's the whole business model. The only real danger is the day the Hegemony decides to actually read the ledger.
