Overview
Kharven Cold-Chain is a Crodoc Imperial factor who books medical freight from an Admiralty contract desk on Khesret. He is broad, with one tusk capped in dull steel, and a regulation coat worn at the elbows.
He checks every manifest twice: lot numbers, case mass, phase strips, custody seals. He hires outside hulls because Imperial carriers are overbooked and because an outsider has fewer relatives in procurement.
Three Aelithstone-bound consignments have shown small discrepancies after contractor transfer. He cannot prove fraud yet. He hands over the cargo and tells the crew to watch the phase strips.
