Overview
Laura Bennett meets every Reef-Spiral manifest in a faded Port Authority jacket and work boots that still carry white reef grit from Sirosh. She is calm, kind, and tired enough that people mistake all three for innocence.
Bennett has supervised the berth for twenty-nine years. She knows which island cooperatives can afford certified Federal approach updates and which independent captains are choosing between current charts and fresh scrubber membranes. After two underfunded crews died on stale public data, she began buying discounted hydrographic correction sets and passing them on through freight.
The trouble is that the cheap sets are not merely unauthorized. Some are old, altered, or stripped of contractor liability marks. Bennett knows one bad correction can put a hull into a storm shear or mass shadow. She also knows the official subscription price will kill crews more slowly. When the sealed calibration case arrives, she takes it before the second inspection and asks the crew not to make her choose in public.
