Lacera is a Solaris Federation star — HIP 84709 on the charts, about twenty-two light-years from Sol on the approach that points toward Elari space. Spacers say Lacera when they mean the system; navigators still mutter the Hipparcos number when the gate queue asks for registry precision.

It is Federation territory, not a special "treaty clinic" polity and not an independent frontier government. Luna chartered it as a full member system on the Elari-facing rim of federal space: one Concord gate, one habitable world (Lacera Prime), two cold moons (Bracken and Harrow), and a thin belt nobody fights over yet. The gate is why freight bothers to stop. The medical station docked near that gate — Treaty Reach Public Hospital — is why medics memorize the name.

Personality: honest Federation bureaucracy, Shen'varai cold-chain politics, Elari observers who visit without owning the soil, and a colony world still building its arcology while the real clinical address hangs in vacuum beside Concord's coupling glow.
