The Navy is the armed service of the Solaris Federation — treaty patrols, hub-space security, and the quiet reminder that Concord owns the rings but does not own the charter that lets them exist.
Public face: academy pipelines, contractor billets, and "Serve the Federation" ads that promise citizenship tracks and hazard pay. Dock kids know the pitch. Spire families know the prestige. Rim governments know the patrol schedules.
The Navy is not Concord. Concord is a corporation. Solaris is the Federation that charters hub space and prefers not to look too hard at who signs Concord's filings — as long as the rings keep jumping.
