This isn't Sol. It isn't Lacera's polite Treaty Reach. Witness Deep is where Federation Witness Security parks a sealed transfer when the alternative is another admiralty contractor with reach and a wellness-check that isn't. The settlement runs on intake law: sealed manifests, berth windows, and a clerk who can void your upload if the secondary protocol looks wrong. Outsiders call it a desert nowhere. The Federation calls it jurisdiction.
So the place smells of hot dust, recycled coolants, and the low hum of a B-class heat-curtain that never quite shuts out the wind. A few thousand souls — Colonial Affairs staff, placement families, the odd deep-lane hull that knows better than to ask names.
