A desert world with a standard breathable atmosphere and no honest seas, where the hydro digit on the registry might as well read "wishful thinking." The colony isn't a capital and doesn't want to be. It's the kind of quiet rim stop Berthline voters pretend they built on purpose: a few thousand souls, a poor starport, low law, and enough distance from Sol that sealed testimony can actually stay sealed.

New Kingston grew the way most Solaris frontier towns grow — a colonial charter, a water-recycling contract nobody reads twice, ridge domes climbing a dust-brown escarpment above a landing strip that Concord grades D and the locals grade "good enough." Federal observers visit when elections need a photo. Navy patrols wave on schedule. Most days the loudest thing on the ridge is the condenser fans and a community net relay that still runs open-band because out here privacy is mostly geography.

Spacers call it a disappearance port without saying the quiet part loud. Witness Security likes that. So do people with reach who'd rather a testimony never find a notary. The colony's whole personality is thin settlement decency — porch lights, shared condenser maintenance, a clerk who remembers your hull — wrapped around the hard fact that on a frontier this small, a stranger with money buys a lot of afternoon.
